There is that possibility.
On the one hand, Gen. Nelson is correct: she was flouting the official chain of command. On the other hand, she had the training and knew what to do at that moment, and she created no confusion by taking charge of operations when she did.
I think she’s doing the right thing by tendering her apology, but I think her actions should be, at the very least, retroactively authorized.
