1st- The guards, who would discourage such an attempt.
2nd- The Rutani, who aren’t letting anybody do anything if they can help it.
3rd- The state of the shuttle-craft, which might not even be capable of reaching orbit due to tampering/destruction.
4th- The Galaxion, unless they have a sick bay set up for possibly contagious(?) or dangerous(?) alien disease.
